Abstract

The Progress Report of the Uttarakhand Third Five-Year Plan (1963–64) highlights significant achievements in agriculture, irrigation, forestry, animal husbandry, education, healthcare, and infrastructure development. Horticulture farms were expanded, with substantial distribution of fruit plants and vegetables, while minor irrigation and flood control projects advanced across Pithoragarh, Chamoli, and Uttarkashi. Soil conservation covered 940 acres, complemented by forest road development and medicinal herb plantations. Veterinary services and breeding programs improved livestock health, and community development initiatives promoted agricultural productivity and sanitation. Education expanded with 267 primary schools, while transport and power projects strengthened regional connectivity. Health services treated thousands of patients, alongside specialized TB, eye, and leprosy programs, reflecting a comprehensive strategy for socio-economic upliftment and sustainable growth.
