Ninth Five Year Plan 1997-2002 Draft Prepared at the Internal Meetings of the Planning Commission Volume II

Abstract

The objectives of the 9th Plan arising from the Common Minimum Programme of the Government, the Chief Ministers' Conference on Basic Minimum Services and the suggestions that have been put forward by the Chief Ministers of various States during extensive consultation have been spelt out in the Approach to the 9th Five Year Plan document. "Growth with Equity' is proposed to be achieved with the objectives outlined in the Approach Paper. These are to be viewed in the context of the four important dimensions of state policy viz, (a) quality of life of the citizens; (b) generation of productive employment; (c) regional balance; and (d) self-reliance.
