Abstract

The aim of the Fifth Five-Year Plan, therefore, should be to see to it that the benefits of economic development reach those classes and those areas which have up to now been neglected. In particular special programmes will have to be formulated and implemented effectively which benefit landless Labour, the farmers with very small holdings and the millions of un-employcd in the country. Special programmes will also have to be formulated for backward districts and backward regions. In Himachal Pradesh, a large number of such pockets have been identified and attempts arc being made to see that these areas come up at least to the level of the other areas of the State.
