Abstract

This summary outlines the major activities and studies undertaken by the Planning Commission of India during 1973–74, with particular emphasis on the preparation of the Draft Fifth Five-Year Plan and the Annual Plan for 1974–75. The Commission focused on reassessing financial resources, coordinating with state governments, and formulating integrated development strategies across agriculture, industry, energy, housing, health, and employment. Special attention was given to reducing regional disparities, strengthening rural development, improving urban infrastructure, and expanding health and family planning services. The establishment of a Monitoring and Evaluation Organisation marked a significant step toward improving implementation oversight. Overall, the initiatives of 1973–74 laid a strategic foundation for poverty reduction, productivity enhancement, and balanced socio-economic development under the Fifth Five-Year Plan.
