Abstract
The Report of the Expert Committee on Land Leasing submitted to NITI Aayog in March 2016 by an 11-member committee chaired by Dr. T. Haque proposes a Model Agricultural Land Leasing Act, 2016 to legalize, liberalize, and streamline agricultural land leasing across Indian states.
Description
Report of the Expert Committee and Model Law on Agricultural Land Leasing is a 2016 NITI Aayog report that examines agricultural tenancy and land-leasing laws across Indian states and proposes a Model Agricultural Land Leasing Law.
The report explains how restrictive tenancy laws can lead to informal and insecure leasing arrangements and argues for legalization and liberalization of agricultural land leasing to improve agricultural efficiency, equity, access to institutional credit and insurance, occupational diversification, and rural transformation.
It also proposes safeguards for both landowners and tenants, including mutually agreed lease terms, protection of landowners' ownership rights, security of tenure for the agreed lease period, access to agricultural support services for tenants, termination provisions, and dispute-resolution mechanisms. A standard agricultural land lease agreement is included as an annexure.
