Abstract
The Annual Plan Outlays since 1966-67 have been Far less than a fifth of the outlay envisaged for the period 1966 to 1971. The size of the Annual Plans could not be increased in spite of sustained efforts at economy in non-plan expenditure. In sectors of overriding importance such as agricultural production, major and medium irrigation and power, an attempt was made to ensure some degree of correspondence between the Annual Plan outlays and the outlays contemplated for the five year period A similar effort could not always be made for the Social Services sector or even Transport and Communications.
