Role and Functioning of the Planning Commission

Abstract

The Consultative Committee Meeting of the Ministry of Planning held on 4 November 1985 reviewed the role, structure, and functioning of the Planning Commission in guiding India’s development strategy. The discussion highlighted the constitutional foundations of planning, the Commission’s responsibilities in resource assessment, priority setting, plan formulation, implementation, and periodic evaluation. Emphasis was placed on the Five-Year and Annual Plans as flexible instruments for addressing long-term goals and short-term needs amid economic and environmental uncertainties. The meeting also underscored the importance of monitoring, project appraisal, and community-focused initiatives aimed at reducing poverty and regional disparities. Overall, the deliberations reaffirmed the Planning Commission’s central role in adapting planning methodologies to evolving socio-economic challenges while promoting equitable and sustainable development.
