Abstract

The Working Group on Civil Supplies, chaired by Shri A.K. Majumdar, examined strategies to strengthen India’s public distribution system (PDS) for essential commodities, focusing on equitable access, consumer protection, and price stability. The report identifies gaps in infrastructure, rural outreach, and cooperative management, emphasizing the need to expand PDS coverage and enhance consumer awareness. Special attention is given to edible oils procurement, distribution, and price regulation. Recommendations include increasing the number of fair price shops, improving warehouse and supply chain infrastructure, reinforcing cooperative societies, and allocating adequate financial resources. Legislative and regulatory measures are proposed to safeguard quality, monitor availability, and prevent malpractices.
