dc.description.abstractThe Central Secretariat Security Instructions, originally issued in 1960 and revised periodically, provide a detailed framework to safeguard Government offices within the security zone. Headed by the Chief Security Officer, the Secretariat Security Organisation comprises the Secretariat Security Force, responsible for guarding buildings and regulating entry, and a Reception Network for issuing entry passes. The primary objective is to prevent unauthorized access to offices and the unauthorized removal of official records or property. Following a comprehensive review in 1971 and subsequent recommendations by the Department of Personnel and Administrative Reforms in 1972, the instructions were revised to tighten security, streamline the issuance of identity cards and photo passes, and ensure orderly entry of bona fide visitors by appointment. The revised instructions emphasize the role of security consciousness among staff and strict adherence to procedures by Government servants, including the consistent presentation of identity cards. The enforcement staff is empowered to check every entrant, and any perceived inconvenience in complying with security measures is outweighed by the overriding need to protect official property and maintain the integrity of Government operations.
